March 23, 2023 10:00a - Evacuation Orders Lifted in Town of Camp Verde
The previous SET and GO evacuation messages for Camp Verde residents along the Verde River, Beaver Creek and West Clear Creek are no longer in effect. Some roads in the evacuation areas may still be barricaded due to continued high water or damage to the roads. Do not move barricades, and do not cross flooded areas.
Please be aware, while flood flows have started to recede in the Verde River and area Creeks and washes, water levels are still running high. The public is reminded to be cautious in all low-lying areas around our waterways and to continue to monitor alerts from the National Weather Service and your local Public Safety Agencies.
As you return, be cautious for any damage or standing water that may be in your area. Remember, floodwater and standing waters can be dangerous and can make you vulnerable to infectious disease, chemical hazards, and injuries. For guidelines on protecting yourself and your loved ones from the risks brought by floodwaters, see the CDC's Natural Disasters and Severe Weather recommendations.

March 23, 2023 8:00a HIGH WATER LEVELS CONTINUE IN RIVERS AND CREEKS
Damage assessments are currently underway in our evacuated areas, and we’ll have updated information for those areas soon.
Please be aware, while flood flows have started to recede in the Verde River and area Creeks and washes, water levels are still running high. The public is reminded to be cautious in all low lying areas around our waterways and continue to monitor alerts from the National Weather Service and your local Public Safety Agencies. We cannot emphasize enough: Do not attempt to cross flooded areas! It takes very little running water to wash a person or vehicle downstream, and even what appears to be standing water can have unseen hazards under the surface. Don’t risk harm to you, your family or our emergency service providers! Turn around, don’t drown!
March 22, 2023 8:15a EMERGENCY ALERT - Camp Verde Residents along Low Lying Areas Near the Vert River, Beaver Creek, and West Clear Creek in Camp Verde
The Town of Camp Verde has placed numerous low-lying areas along the Verde River, Beaver Creek and West Clear Creek in “Go” Evacuation Status due to active and predicted flooding in those areas.
Regardless of whether you’ve received an evacuation notice, residents in low lying areas near washes, creeks and rivers should monitor water levels and take action to evacuate the area if water rises. Be cautious, leave early.
Be prepared for further alerts from the National Weather Service and your local Public Safety Agencies. Do not attempt to cross flooded areas. Turn around, don’t drown!
An evacuation shelter is open at the Camp Verde Town Gym, 395 S. Main Street in Camp Verde. Animal Disaster Services for small, domestic animals is also available at this location. Contact the Call Center at 928-442-5103 for information on livestock evacuation locations.

March 21, 2023 2:30p Camp Verde - W Clear Creek, Beaver Creek and Lacy Lane to Rezzonico Park FLOOD GO Message
Portions of the Verde Lakes area along West Clear Creek, and properties along Beaver Creek from Lacy Lane to Rezzonico Park in Camp Verde are currently under “GO” evacuation orders due to flooding. See the maps below for details on the evacuation areas.

March 21, 2023 2:00p Update from Camp Verde Interim Town Manager
This is your first update relating to flooding due to the recent round of storms.
- Due to rapidly rising water and flooding on West Clear Creek and Beaver Creek, the Town issued a “GO” evacuation notice for portions of the Verde Lakes Area and for the area between Black Bridge to Lacy Lane at around 1:30 pm today.
- We’ve also issued “SET” notices to the Horseshoe Bend, N. Verde River Drive, and Yaqui Circle area along the Verde River, and will monitor flows throughout the day to determine when we’ll need to issue evacuation notices for those area.
- The Red Cross Evacuation Center is located in the Town of Camp Verde gym at 395 S Main Street.
- Animal Disaster Service is set up in Room 305.
- The Public Works Department has deployed electronic sign boards in flood prone areas of Town to advise people of the flood danger.
- The CVMO is working with YCSO to decide when and if to deploy the Mobile Command Center. If we do deploy, it will be located in the Library parking lot for this event.
March 20, 2023 8:00a National Weather Service Ongoing Winter Storm
A few rain/snow showers began last night and diminished throughout the overnight hours. Precipitation is expected to pick up today and continue throughout the next few days. The main push from this low-pressure system will be Tuesday into Wednesday, with the heaviest precipitation expected during this time. Multiple winter weather products have been issued due to the passing of this storm system. The increase in precipitation will elevate stream/river/creek flows once again. Areas south of the Mogollon Rim will be more susceptible to flooding concerns. As a result, there is also a Flood Watch valid from midday Tuesday through Wednesday evening for lower elevations of Yavapai County and northern Gila County.

March 16, 2023 6:00p Update from Camp Verde Interim Town Manager:
- The evacuation order for the Verde Lakes area was lifted around 5:00 pm tonight. Verde Lakes Drive is still blocked, as are a couple of neighborhood streets, but it is safe for citizens to return to their homes.
- The Verde River peaked at 20.82 feet at 1:45 pm and has started to slowly recede. If the models are accurate, we anticipate that we’ll be able to lift the remaining evacuation orders sometime tomorrow morning. Stay tuned for that. The Red Cross Shelter and the Animal Shelter will both continue to operate tonight.
- I am so impressed with the cooperation, professionalism and can-do spirit of everyone that was involved in this response. We have a bunch of tired folks tonight, including citizens who didn’t sleep much last night, who I hope will get some rest.Code Enforcement Officer Cliff Bryson, a certified drone pilot, assisted with damage assessment today and got some beautiful and extremely useful drone footage.

March 16, 2023 Afternoon Update:
Today at approximately 8:30 am the Town of Camp Verde decided to evacuate 3 additional areas affected by flooding. The messaging identified the area from North Verde River Drive west of the I17, the Verde River RV Resort, and the Wagon Wheel Trailer Park. Messaging went out at 10:07 am from YCSO through Everbridge.
A CO-OP meeting was held today (03/16/2023) in the Camp Verde Council Chambers and virtually with YCOEM stakeholders at 10:00 am to discuss new information presented by Ditch Commissioner Dave Hilbers. Mr. Hilbers was present for the meeting and discussed his concerns about flooding in the irrigation ditch above Dickison Circle. It was decided that no additional evacuations needed to occur and outreach would be provided by CVMO in person to some of the residents and businesses in that area. That outreach was completed and effective.
- APS was able to provide clarity of jurisdiction for the electric components related to Rancho Verde RV Park on Horseshoe bend. All electrical equipment located on the property is owned by the RV Park. The RV park staff was contacted by CVMO in person and no additional issues were reported.
- Yavapai Bottle Gas has completed an assessment of all 4 of the evacuated areas. They have reported back that they are not concerned about safety issues related to propane or propane tanks.
- NWS in Flagstaff contacted Camp Verde requesting information related to triggers and thresholds used for evacuation planning. They were provided with the times and dates of the YCSO evacuation messaging as well as the message content.
- Camp Verde Community Development flew their drone over portions of the Verde River today. We will share that footage once it is available.
- Checked in with YANPD and Cliff Castle Casino and neither had any concerns or issues to report.

March 16, 2023 8:00a Update from Camp Verde Interim Town Manager:
First and foremost, thank you to everyone on the Town Staff that was part of yesterday and last night’s emergency response efforts. I was so impressed with the level of cooperation and flexibility everyone has exhibited throughout the flooding event we’ve been experiencing. I know it was a very long night for many of you (whether you were working or whether you have property that was effected by the flooding), and hope that you’ll be able to catch up on some sleep in the next few days.
A few updates to share with you this morning:
- The “Go” order for evacuations in Verde Lakes was issued around 5:00 pm yesterday afternoon. 258 property owners were contacted and advised to evacuate. The notices were provided through a combination of door-to-door contacts (in cooperation with our staff, Copper Canyon Fire and volunteers from the Yavapai County Sheriff’s office).
- As far as we know so far, we had one house in Verde Lakes, on the west end of White Cap Drive, with water flowing through it. Damage assessments in that area are not yet complete, so there is potential that we’ll find more impacted homes.
- The peak of flooding in the Verde Lakes Area occurred around 4:00 am, and was at a height of 8.38 feet and 9,560 cubic feet per second (cfs).
This morning, our focus has moved to areas along the Verde River, which is projected to crest at around 11am today. Please note, there is some inconsistency in the models that show what flows we’ll have at peak, and the model hasn’t been updated since 2am … but visuals on the river and reports from property owners are consistent…the river is still rising at this time. We expect to continue to see high river flows through tonight, and for it to really start tailing off tomorrow.
- We know we’ve had a number of RV’s that had damage, and many have moved to higher ground.
- We know a number of properties along the river are starting to see inundation.
An American Red Cross Shelter is still activated at the Camp Verde Middle School Gym, 280 Camp Lincoln Road. We had a couple of residents who sheltered there overnight. The Animal Shelter was established here in the Town Complex, in Room 305, and we did provide at least one animal with care at that location. Final reports are still pending on all that.
With that in mind, please remember to take the following actions:
- If you have not already done so, please register for Yavapai County’s Emergency Notification System, Everbridge, and this link.
- Pay attention to the flood warnings and flood advisories issued by the National Weather Service.
- If you have Facebook, monitor the Camp Verde Marshal’s Office Facebook page, as they will be our point source for social media communications during this event.
- If you live in an evacuation or flood prone area, and have questions about shelters and other flood related issues, you can contact the Yavapai County Emergency Management Department. Their Phone Bank is operational today at 928-442-5103.

Heartfelt thanks to Town Crews, CVMO, Copper Canyon Fire, and YCSO for working through the night to assist and assess. Bullpen Wash on Verde Lakes Drive and the intersection of Catclaw and Verde Lakes Drive have been barricaded.
- Oak Creek at Cornville through 8:00 PM Thursday.
- Wet & Dry Beaver Creek and West Clear Creek through 11 AM Thursday.
- Verde River near Clarkdale through 2 PM Thursday.
- Verde River from Camp Verde to the East Verde River until 11 PM Thursday.
- Flood Warning for Oak Creek at Sedona has been downgraded to a Flood Advisory
- Flood Warnings issued for West Clear Creek, Dry Beaver Creek, and Verde River from Camp Verde southward.
March 15, 2023 8:20p Update:
The Town of Camp Verde Streets and Maintenance departments are working together to deploy 2 of the Town's digital sign boards to the Red Cross Shelter location to help direct evacuees. We obtained permission to allow the RVs that are being evacuated to dry camp overnight in the gravel lot across from the High School. These folks are being directed to check in with the Red Cross staff so they can provide services (food, medical, etc.) if needed. Red Cross is doing its best to maintain an accurate count of the people who have been displaced. Camp Verde Public Works and Marshal's Office have established an overnight operational plan that involves the surveillance of key areas for flood activity as well as any criminal activity.

March 15, 2023 3:30p Update: Camp Verde - Verde Lakes FLOOD SET Message
March 15, 2023 3:00p Update from Camp Verde Interim Town Manager:
Widespread flooding is projected throughout Sedona and the Verde Valley as a result of this current storm. The Town Emergency Management Team met this afternoon, and, in coordination with Yavapai County, will be issuing warning and potential evacuation notices to some residents in the Verde Lakes area due to concerns with flooding of West Clear Creek and surrounding drainages.
- CVMO has activated a Command Center located near the Dollar General Store, 2775 S Verde Lakes Drive.
- Yavapai County Sheriff’s Office volunteers, along with CVMO and Copper Canyon Fire will be making door-to-door notifications to some residents in the Verde Lakes area. Camp Verde Public Works has been out, and continues to be out, staging equipment, blocking roads and monitoring increased flooding.
While this storm is not projected to produce higher levels of flooding than 2019, there is significantly more debris in the drainage ways that could increase risks and/or exacerbate flooding, even with lower volumes of water projected. We’ve also been advised that there is a 30% chance that isolated storms could cause more significant flooding than is currently projected.
