Capital Improvement Program
Contact: Martin Smith CIP Project Manager 928-554-0822 |
MissionOur mission focuses on planning and prioritizing infrastructure projects, ensuring efficient use of resources, and enhancing community services. This includes goals such as improving public safety, fostering economic development, maintaining existing facilities, and promoting sustainable growth. |
For updates regarding these projects, see Town Manager, Miranda Fisher's Weekly Updates
1. Municipal Court Vestibule Addition
This project will construct a small 160 S.F. vestibule addition immediately outside the existing entryway for the court. The current entryway into the municipal court is deficient for today’s court security standards as it is in a confined space and difficult to safely perform screening. The new entryway will allow the municipal court to comply with state mandates for security staff to perform screening of visitors with minimal interruption to the court.
2. Wayfinding Signage
The Town of Camp Verde Town Council approved funding for wayfinding signage to improve the tourism economy, enhancing business development, and ensuring accurate signage to Town and area assets are in in place. While there is some signage off Hwy 260, there is not significant wayfinding signage in place to inform visitors of the opportunities and destinations that exist in the community. The need for wayfinding signage to support tourism and business development is called out in the Town’s 2022 Five-Year Community and Economic Development Strategic Plan. The project will help with place-marketing and wayfinding efforts.
3. Finnie Flats / Montezuma Castle Highway Roadway Improvements
This project is for the design and construction of roadway and infrastructure improvements on Finnie Flat Road and Montezuma Castle Highway (MCH) between Highway 260 and the Black Bridge. Due to growth of the town, it is necessary to improve both Finnie Flat Road and Montezuma Castle Highway to meet current and future traffic loads and provide multimodal accommodations for bicycles and pedestrians. These improvements will address current traffic congestion while increasing safety for all roadway users. These improvements, along with the wayfinding and place marketing project, will also help to drive economic development within the project corridor.
4. Montezuma Castle Highway Improvement Project
This project will extend the improvements from the Finnie Flat & MCH Improvement project north, providing pedestrian connectivity to Apache Trail which serves the Camp Verde school system, community pool, and Butler Park. Bike lanes will be extended the entire length of Montezuma Castle Highway between Black Bridge and Cliff Castle Casino allowing for multimodal transportation. The existing asphalt will be removed and replaced providing a smooth, even surface for vehicular and bicycle traffic to travel between Camp Verde and the Yavapai-Apache reservation. This project will be funded by NACOG.
5. 7th Street CDBG Sidewalk Project
In 2023 the Town of Camp Verde was awarded $406,016.00 in Community Development Block Grant (CDBG) funds to apply towards installing sidewalk improvements along 7th Street between Hollamon Street and General Crook Trail. This project will extend the existing sidewalk along the west side of 7th Street that currently ends at Hollamon Street. The overall project was broken into two segments. The base bid was to build the sidewalk from Hollamon Street to Head Street along the west side of 7th Street. Bid Alt 1 would complete the second phase of the project. At Head Street the sidewalk would cross 7th Street and extend south along the east side of 7th Street to General Crook Trail.
6. Sports Complex Waterline Installation
This project will install a 6” potable watermain along Champion Trail to supply the new concession stand/restroom facility with potable water.
7. Sports Complex Concession Stand/Restrooms
The sports complex will finally be receiving its concession stand/restroom building. The Town has contracted with CorWorth Restroom Facilities to construct and install a prefabricated building on the existing promenade just west of the existing baseball fields.
8. Sports Complex Concession Stand/Restrooms Electrical Service
This project will provide the electrical supply to the proposed concession stand/restroom building. While there is conduit currently in the ground for this service, staff will need to work with a licensed electrician to install the necessary wiring.
9. Sports Complex Lift Station
It will be necessary to dispose of sanitary waste generated from the new restroom building. This project will construct a sanitary sewer lift station to pump the solid waste up to the wastewater treatment facility for processing. The project includes the construction of the wet well and installation of all of the pumps, control panel, and other infrastructure required to operate the wet well.
10. Sports Complex Force Main
This project is a natural extension of the sports complex wet well project. It will provide the piping necessary for the solid waste to reach the sewer treatment facility. Much of the piping is currently in the ground. There is a small portion of piping that must be installed between the park and wastewater treatment facility to connect it to the facility.
11. Sports Complex Irrigation Line Installation
Irrigation is a key part of the infrastructure of the sports complex. With this project the Town will install a new, larger reclaimed water storage pond at the southwest corner of the treatment facility. New pumps will feed the irrigation system at the sports complex to provide irrigation to all of the turf areas in the park. This system will also provide water to the numerous shade trees due to be planted.
12. Sports Complex Shade Trees Installation
Once sufficient irrigation is available the Town will purchase and install numerous shade trees around the park. Much like the park itself, these trees will be small at first, but will mature into staples of the park capable of providing ample shade for visitors.
13. NACOG TIP Funding
The Town of Camp Verde is receiving $664,780 in funding from the Northern Arizona Council of Government’s (NACOG) Transportation Improvement Program (TIP) for their FY26 program. These funds will be applied to make improvements to Verde Lakes Drive between Highway 260 and the low water crossing with Clear Creek. Improvements may include the installation of concrete curb & gutter and sidewalk along one side of the street, asphalt replacement, and drainage improvements. Design work will be performed in-house and be bid out for construction.
14. Main Street Reconstruction Project
This project will install new underground infrastructure and reconstruct the roadway. The existing underground utilities are aging and in need of replacement. The street reconstruction will resolve several known drainage concerns. At completion of this project the community and businesses through this corridor will benefit from more reliable utility service and a new roadway.
15. Parson’s Riverfront Preserve Parking Lot
This project will provide river access to the public for canoeing and kayaking adventures. The project will install a compacted ABC parking area with a designated route to access the river, providing the community with an opportunity to enjoy nature in a previously inaccessible area. This area will be designated as day-use only.
16. Community Center Park Rain Catchment
Our friends on the Tree Advisory Committee are seeking to install a 10,000 gallon rainwater catchment tank at the Community Park. The tank will be placed at the northeast corner of the field behind the existing cook shack. Underground piping will be installed to the downspout of the Redinger Ramada to capture the stormwater and route it to the new tank. This water will be used to help irrigate future trees that will be planted along the east fence line of the park.
17. Pool Shade Structure
This project will install a shade sail over the existing patio at the community pool to help protect visitors from the sun while they enjoy the patio at pool.
18. FY25 Pavement Preservation
The installation of a chip seal on a roadway typically extends the life of the roadway about 7 years. While minor inconveniences will occur during installation, the chip seal will repair minor imperfections in the roadway, seal the road surface, and lend a new appearance to the roadway. This work is critical in maintaining the Town’s roadways and delaying the need for more costly reconstruction. This is an annual program that rotates among different areas of the town.
19. Sycamore Vistas Parking Lot
This project is part of the Sycamore Vistas development off Homestead Parkway. The developers have dedicated a portion of the development to the Town for us to use as a parking area that will serve as access to a future park at the end of Homestead Parkway and provides access to the Verde River.
20. Park Verde Road Irrigation Crossing
Park Verde Road serves as a single ingress/egress for residents of Park Verde Estates. The existing irrigation ditch is undercutting the support structure of the roadway, causing noticeable sinking of the roadway. Failure of the roadway at this crossing will eliminate the only means of access for at least 16 properties beyond the crossing.
21. TOCV Gym Restroom Renovation
The men’s and women’s restrooms are out of code and require updating. The Town is developing plans to remodel these restrooms to make them ADA accessible, more functional, and improve their appearance.
22. Lower Maintenance Building Addition
This project will build an addition to the existing maintenance shop for equipment storage. The addition will be a metal building measuring 40 ft X 24 ft. and have a concrete floor. This building will be used to house maintenance tools and equipment, prolonging their life span and reducing their need for upkeep.
23. Economic Development Roof Replacement
The rear portion of the roof on the BRIC is comprised of asphalt shingles and has reached the end of its useful life. There has been an increase in required maintenance to repair leaks and damage from inclement weather. This project will install metal roofing to match the green metal roofing found on the front half of the building.
24. Engineering Design Standards
The Town of Camp Verde is currently referencing Maricopa Association of Governments (MAG) Standard Specifications and Details for Public Works Construction for all construction related activities. MAG specifications and details are the minimum requirements usually adhered to by contractors in the absence of more stringent requirements. While this is often a perfectly acceptable procedure, there are instances where a municipality chooses to do something differently than how MAG specifies. It is common for Municipalities to adopt and issue a local supplement to the MAG standards for construction, usually due to personal preference, or to address an issue that may work in certain regions, but not locally. Many times, the municipality supplement takes the MAG specification and makes it more restrictive to fit with what has historically been done locally in the past.
