The Town of Camp Verde operates under the Council/Manager form of government. Legislative authority is vested in the seven-member town council which includes a voting mayor, vice-mayor, and five council members. The Mayor and Council appoint the Town Manager and other officers deemed necessary to maintain an orderly government and administration of the Town affairs as prescribed by the constitution, applicable state and federal laws, and locally adopted ordinances.

Council Meetings
Town Council meetings are held regularly on the first and third Wednesday of every month at 6:30 p.m. in Council Chambers located at 473 S Main Street, Suite 106 in Camp Verde, Arizona. Council hears Planning and Zoning matters the fourth Wednesday of every month at 6:30 p.m. in the same location.

Mayor Dee Jenkins

Born in Maryland, move to Flagstaff AZ in 1980 and relocated to Camp Verde in 1997. Married Clif Jenkins, retired residential and commercial General Contractor and native Arizonian. I am a mother & grandmother. Past President of Northern Arizona Horsemen's Assoc. Past Treasurer of Doney Park Water Co. in Flagstaff. Volunteered for many organizations including NAHA, 4-H, public and private schools, and Ft. Verde Days. Worked at W.L. Gore & Associates Inc., for 31 years as an Accountant, Financial Analyst, and Plan Leader. Simultaneously, for many years, provided accounting and administrative support for husband's contracting business. The past 14 years employed by Quintus, Inc. Camp Verde. I am Treasurer and Chairman of the Board for Quintus, Inc.
Vice-Mayor Marie Moore

Marie was raised in a ranching family and has lived in Camp Verde and the wider Verde Valley for 25 years. She eventually married into a ranching family, has been happily married for 16 years, and has 3 daughters here in Camp Verde. Marie is Co-Owner with her mother of Udderly Divine Café & Bakery right on Main Street. Her personal hobbies include a love for all things outdoors like hunting, fishing, hiking, and kayaking our beautiful Verde River. Her goals as a Council Member include advocating for beautifying our town, implementing a youth employment program focusing on career training, and business development all while retaining our small-town morals and values.
Council Member Jackie Baker
Elected 2020-2024
Jackie Baker has served the Town of Camp Verde as a Council member for over nineteen years. Ms. Baker played a large role and was instrumental in incorporating the Town of Camp Verde in 1986. Council member Baker enjoys serving as a committee member for NACOG and MATForce and in her spare time, she enjoys reading books. Ms. Baker strives to provide the very best services and service for the people and community of Camp Verde.
Council Member Jessie Murdock

Council Member Murdock is a lifelong member of the Verde Valley. Born and raised in the Verde Valley, she has enjoyed the opportunity of spending time with her family and friends. Councilor Murdock enjoys fishing and outdoor activities but especially, spending time with her daughter, Clancy.
Council Member Wendy Escoffier

Wendy moved to Arizona from Connecticut when she was 10. She met her husband Rene’ of nearly 37 years at Northern Arizona University (NAU). They moved to Camp Verde in 1989. Their daughters attended Camp Verde schools from Miss Minnie and Miss Lynda’s preschool through high school graduation.
Wendy has a Bachelor of Science in journalism with an emphasis in political science and a Master of Public Administration with an emphasis in Municipal Planning, both from NAU. Since graduating from college, her career has centered around local politics; as a reporter in rural Arizona covering town government, police, school district, and fire district news and later working for school, town and county governments.
Wendy retired in October 2018 with over 25 years of public service which included serving as a Records Clerk and Public Information Officer for the Camp Verde Marshal’s Office, a Planner for the Town of Camp Verde Community Development Department working on the Town’s first voter ratified General Plan (2004), Special Projects Coordinator for the Camp Verde Town Manager, and Clerk of the Board of Supervisors for Coconino County. In 2020, she served as a Town Clerk consultant at the Town of Prescott Valley. Wendy was elected to the Camp Verde School Board in the 2002 election and served a year as president. Her work experience in the public and private sector provides Wendy unique insight into local government operations.
Wendy and her husband enjoy spending time with their children, grandchildren, and other family and friends in the outdoors; hiking, biking, kayaking, camping, cooking, and star gazing.
Council Member Cris McPhail
Elected 2020-2024
Cris was born in Rockford, IL and has lived in Pittsburgh, New York City, Detroit and southern California. She earned a BFA from Carnegie-Mellon University and a Master’s in Landscape Architecture from Cal Poly, Pomona. She is a licensed Landscape Architect and has worked for both public agencies and in the private sector designing a variety of projects including serving as a consultant to public agencies. Moving to Arizona in 2007 and to Camp Verde in 2013, Cris has been the Town’s volunteer Landscape architect since 2017, a member of the Kiwanis Club of Camp Verde, the first non-male “Old Guy”, on the board of the Camp Verde Adult Reading program, and served on the Town’s Planning and Zoning Commission.
Married to her loving husband, Bruce since 1995, the couple has a blended family which includes son Chad and his partner Roger, daughter Rebecca, her husband Austin and two granddaughters and son Andy and his wife Janel.
Her interests include community theatre, singing and competitive shooting. Cris is a state, national and world champion Cowboy Action shooter.

Native to Yavapai County, AZ - born in Prescott. Lived in Camp Verde over 30 years. Married to an "Old Guy" of Camp Verde. 4 adult children - all graduates of Camp Verde High School. Happy grandmother of seven. Graduated from Prescott High School. AA Degree from Yavapai College. B.A. Prescott College 1998. Montessori Certified 6-9. Arizona State Certified teacher grades K-12. Currently retired pursuing full-time job babysitting grandson. Volunteered in numerous church, community, and school organizations. Began attending Town Council meetings regularly in 2006. Chairman of the Parks & Recreation Commission. Elected to Town Council in 2009.
Town Manager
The Town Manager is responsible for the overall administration of the town government in concert with the goals and policies as established by the town council.
